Why do some girths only have elastic on one side?

Sometimes it's not entirely necessary to have elastic on both sides. A girth with elastic on only one side is easier to get tight enough, because you don't have two stretchy sides to take into account. The elastic side always goes on the left side, the side that you tighten last just before you get on.
